Pathways to Permanence
The Pathways to Permanence Program is designed for guests of Waypoint Shelter who are actively working toward their goals in case management and demonstrating meaningful progress toward stability but require additional time to secure permanent housing.
Our approach prioritizes long term positive outcomes over rapid exits.

While securing housing is an important goal, our focus is ensuring that individuals leave the shelter with the supports and stability needed to remain housed and avoid returning to homelessness. Pathways to Permanence offers guests the opportunity to remain engaged with shelter services beyond the standard timeline when it is clear they are making good faith efforts toward their goals.
Guests participating in the program continue working closely with their case managers to strengthen key areas that support housing stability. These may include increasing income, addressing barriers such as credit or rental history, accessing healthcare or behavioral health services, developing budgeting and life skills, and building supportive relationships within the community. Case managers help participants develop a realistic housing plan and connect them with landlords, housing programs, and community resources.
Who qualifies for Pathways to Permanence?
Participation in Pathways to Permanence is based on demonstrated progress and engagement in case management. Guests are expected to remain actively involved in goal planning, attend scheduled meetings, and continue taking steps toward permanent housing. The program provides accountability while recognizing that meaningful change often requires sustained support.
